Architekt Karel Prager realizoval na této stavbě svou myšlenku města nad městem. Vytvořil mohutnou nástavbu nad původní budovou peněžní burzy z první republiky. Celý objem nástavby je nesen čtyřmi subtilními sloupy, na fasádě je přiznán gigantický konstrukční prvek (Vierendeelův nosník). Na dolní části objektu byla realizována tehdy největší celoprosklená fasáda v Československu, před ní bylo umístěno sousoší od Vincence Makovského (Expo 58). Interiér budovy byl dokonale promyšlen, od orientačního systému, přes výtvarná díla (např. skleněná plastika od J. Brychtové a S. Libenského, dřevěný strop v zasedacím sále parlamentních výborů od Č. Kafky a K. Pragera a další)

With this project, architect Karel Prager implemented his concept of a city above the city. He designed a massive superstructure standing over the original stock exchange building of the first Czechoslovak Republic. The entire superstructure is supported by only four subtle columns, bound together by a gigantic structural element called Vierendeel truss. The lower part of the building featured the largest all-glass facade of its time in Czechoslovakia. The plaza in front of it was decorated by Vincence Makovsky’s sculpture for the Expo 58. The interiors were designed very thoughtfully, starting with the orientation system and ending with various artworks: Glass sculptures by J. Brychtová and S. Libensky or the wooden ceilings of the assembly chamber by Kafka and K. Prager, to mention just two examples.
